The EU Twinning project Strengthening the Capacities and Efficiency of the Security Academy – Albania supports the Albanian Security Academy to update its strategic vision and operational planning, build its human and other capacities, and enable knowledge sharing between Albanian, Finnish and Estonian experts in law enforcement training.

Objectives

The overall objective of the project is to strengthen the rule of law in Albania by improving the educational system for the law enforcement agencies, in line with the EU acquis, international standards, and best practices.

Components

The project consists of two components, each of them with two expected sub-results.

Our Partners

Our partners are leading organizations in the area of Law Enforcement Education, civilian service training, public administration reform, teacher training, pedagogy, and e-learning.

Security Academy, Albania

Albanian Security Academy is a part of the Albanian State Police, focused on the education, specialization and training of the officers and agents of the Albanian State Police and other law enforcement institutions. The Academy delivers study programs and specialization courses and training on policing, law enforcement and security issues.

Police University College (Polamk), Finland

Police University College is the only police educational institution in Finland. Besides police education, its duties include research and development related to law enforcement. Polamk operates within the administration of the Ministry of the Interior and under the National Police Board.

Estonian Academy of Security Sciences (EASS), Estonia

The Estonian Academy of Security Sciences is a state institution, providing professional education for civil servants belonging in the area of government under the Estonian Ministry of the Interior. The model applied by the EASS with all specialties of internal security studied at the same institution of professional higher education is unique in Europe.

JAMK University of Applied Sciences, Finland

JAMK provides degree studies in several fields, post-graduate qualifications in pedagogy for TVET and higher education teachers, besides carrying out RDI work in respective fields. JAMK has wide international expertise in developing teacher capacities and innovative pedagogical solutions to promote the quality of education.

HAUS Finnish Institute of Public Management, Finland

HAUS is an expert in civilian service training, public administration reform and adult education. HAUS is also experienced in developing and implementing e-learning and providing innovative training solutions.
